Detailed Analysis Illustrating Maladminstration of the CPZ Scheme

Maladministrations of Glasgow City Council Council regarding the new order (2006) to make changes to West of Glasgow City Centre CPZ (Traffic Order 2005).

  1. Misrepresentation of communications. In the cases of Kelvingrove and Sandyford CPZ areas, the Council decision to go ahead with the Order was based entirely on letters purporting to come from the Community which were completely misrepresented by Robert Booth, the Director of the Council Department. The one letter from an official of the Yorkhill and Kelvingrove Community Council was sent by this man off his own bat and was sent without prior knowledge of the Community Council. (Its existence was merely noted after the event, but not approved.). Of great seriousness is the Council Official's claim that the letter from St Vincent Crescent Area Association requested extension of traffic restrictions: is a complete fabrication!

  2. Lack of proper consultation This is shown by the fact that The Metered Parking organisation (MPAG) presented proposals to the Council Officials and was promised a follow-up discussion. This did not happen in spite of requests. (N.B. MPAG is the only organisation representing residents and dealing exclusively with traffic problems for residents within the CPZ.)

  3. No consideration of social factors. After a meeting organised by MPAG Council official representatives told two members of MPAG that that they were "not allowed' to consider social factors when deciding on parking restrictions. (This was in answer to helpful suggestions to alleviate problems of the weak and infirm and of housebound disabled.)

  4. Documentation not available for public consultation. In presenting the new Order for changes to the existing Order, the council advised that documentation could be viewed at Room 84 at the Council Offices. This room contained a telephone to use to call for the documents. This document refers to amendments to the original Order which one needs to consult: it was not available!

  5. Inadequate public notification.The people have not been properly informed of the new Order: notices have not been posted in accordance the Government's regulations - Statutory Instruments 1999 No. 614 (S.38). We have witnessed observations on numerous roads where notices are not >displayed as required.

  6. Non-compliance with democratic Council decisions. The original Traffic Order was voted through by the Roads & Lighting Committee after Tony Hughes of that Committee had stated to Councillors that there would be overlap between areas within the CPZ. This was never implemented and the has again not been implemented.

  7. Notices do not say who to address in making comments or objrctions to the Order. The people are only to write to a room number. This room (No 84) actually contains no one.

  8. Key background documentation is not available from Room 84. A telephone is provided in room 84 to call a clerk in order to obtain a copy of the published Order. Unfortunately this documentation is merely the new Order amendments without the original Order to which it frequently refers. The original document is not available there.

  9. Details are not specified regarding the 80% (of available space) rule which the Council intends to apply with business permits. Is this 80% of a small number of available spaces? I this 80% calculated over the whole CPZ or by street? Clearly the residents need to be informed about these essential details before they can comment on or object to the proposals.

  10. Proposals are not stated, on page 6 of the document, regarding recommendation Number 13. The people need to know the maximum. Is submission encouraged?
